The Demise of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the crisis caused by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been defused. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of contrasting events captured the grim essence of the current period. By day, negotiation efforts are fought: hopeful statements are delivered from different nations. Immense energy is expended on containing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "peace".

After-Dark Attacks

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting rocket firings from Russian territory, a capacity enabled by timely intelligence. From observation points, defense planes that had been scrambled to intercept incoming cruise missiles flew past – sophisticated military planes provided to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons engaged: several firings fired to intercept a hostile projectile. This was a modern interception technology at work, probably supplied through allied countries. Every deployment creates sudden vibrations, rattling buildings. The brief panic quickly becomes grim resignation: maybe the hostile projectile won't hit its mark this time, sparing the city from catastrophe and another blackout.

Persistent Threats

Soon after, a large-caliber weapon opened up on a drone somewhere nearby, part of a defensive team – most likely Western-made equipment. Regrettably, the bullets missed the hostile drone – it pressed on overhead toward its destination.

With pauses, this continued until dawn. Kyiv faced the daybreak reports: several casualties, devastation and heating outages in numerous residences as a result of the night's assault. As always, everyone still maintained normal activities – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on external assistance – a dependence that neighboring countries are demonstrably unable to fill in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from US administration provoked deep reactions, discussion and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.

Every new approach from American administration adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, certainly, persist.

Strategic Calculations

It is convenient to criticize specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. US administration functions according to a principle familiar among international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The US administration presumes that it is unrealistic to pressure the Kremlin to surrender the territory that it already controls in Ukraine's south or east.

The problem is that while accepting these circumstances, US leadership does little to deter Moscow, through statements or actions, from thinking that the status quo will not change more in its favour in the near future.

Divergent Views

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's government remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing civilians and areas but preventing a total frontline collapse until conditions improve in its advantage.

Existing Situation

Realistically, there are no genuine requirements for a ceasefire. Now, subjective factors are entering the equation: personal goals to mediate resolution and secure international recognition, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unsuitable, so that their attention does not move to homefront challenges. And although their mission will now be significantly challenging after current events, it remains very improbable that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a mere seven days to kill the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, latest revelations, all did their job.

While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
